A: On intact brand, Samsung is a better brand. But that reputation comes moreso from its higher end options. In the ideal you're looking at, you're not dealing with added features of the 6-9 series, so then the playing candidates is a little more even.
Between the two I think both will give you respectable picture quality. While I would expect the Samsung to palpitate the Toshiba, I wouldn't expect it to just blow it out of the water. I think it would be a very terminate race between the two on image quality. So frankly I would go and look at them in-store and then see which one my eye tended to gravitate towards most.
As for the reliability, you are okay with either. Again, Samsung would have the reputation of perhaps better reliability because of associations with its high show high end lines, but that's reputation, not reality. I think the Toshiba will last just as want as the Samsung under equivalent operating conditions. Again, I would make my decision by doing an in-hold comparison of the two.
Personally though, at that size, I would go for a Panasonic LCD. I think in the 26" - 37" proportions they give better picture quality over other brands. So something like the Panasonic Viera TC-L32X1 (2009 pattern, $570 on Amazon) would be another solid option to consider. But again, you want to see this feature in a store with your own eyes.
